7th Pay Commission Increment Day & Date
With the rollout of the 7th pay commission, central government staff can now benefit from two distinct types of pay raises. The first is the annual increment, while the second arises from promotions. These adjustments occur on designated dates: July 1st and January 1st each year. The annual increment is determined by the vertical progression within the applicable Level of the Pay Matrix.
Employees will get their annual increments either on January 1st or July 1st, contingent on when they were appointed, promoted, or received a financial upgrade. This represents a shift from the prior system, which only awarded increments on July 1st. Furthermore, those who were appointed, promoted, or received financial upgrades between January 2nd and July 1st will qualify for their increment on January 1st under the Modified Assured Career Progression Scheme (MACPS).
Is it compulsory to be present on increment day?
In the event that a government employee is on leave on the significant date of July 1, 2024, when their annual raise is scheduled, this will indeed influence their salary increase. This occurs because an employee on leave receives a leave salary rather than their usual pay for active duty. Consequently, any salary increment that arises during the leave period cannot be accessed until the employee returns to their post.
As per the directive from the Department of Personnel and Training (DoPT) dated February 16, 1989, if a government worker is on any type of leave at the time the increment is due, the updated pay will only take effect once they resume their duties. Nevertheless, this situation does not affect the timing of future increments for the employee. Moreover, in the unfortunate circumstance that a government employee passes away while on leave where they are entitled to leave salary, the increment that would have been applicable during their leave up until their date of death is granted from the due date without requiring their return to work.
Annual Increment for Central Govt and Railway Employees 2024
The introduction of the 7th Central Pay Commission’s suggestions has raised some inquiries about the Date of Next Increment (DNI) for those employees who were either promoted or received a financial enhancement, including through the Modified Assured Career Progression (MACP), on July 1, 2016. Their salaries were adjusted on that same date following the established pay fixation guidelines upon promotion.
Concern 1: For employees who are promoted on July 1 and see their salaries set with two increments, there’s a question of whether the subsequent increment should be scheduled for January 1 or July 1.
Concern 2: The matter of determining the next increment when an employee is consistently promoted or granted financial upgradation on a date that does not coincide with the annual increment date, opting instead to fix their pay in line with FR 22(1)(a)(1).
It is important to note that the Department of Personnel & Training provided clarification in their Office Memorandum No. 13/02/2017-Estt. (Pay-1) dated July 27, 2017, concerning the choice of pay fixation upon promotion from the DNI in the previous role and the procedure for pay fixation from DNI if selected, as per CCS(RP) Rules, 2016. This clarification was also adopted by the Railways through the Board’s Letter No. PC-VII/2016/1/6/2 dated July 31, 2017 (RBE No. 79/2017).
Grant of Annual Increment for Retiring on 30th June
Employees of the Central Government who are set to retire on June 30th and December 31st qualify for a theoretical increment. An official directive from the Department of Personnel and Training has been released concerning the annual increments for those retiring on June 30th. It has been made clear that retirees leaving on the final working day are not eligible for the increment that would be effective the next day. Nevertheless, a ruling from the Supreme Court has favored the provision of one annual increment to those retiring on either June 30th or December 31st, calculated according to their length of service until their retirement date.
