For the year 2025-26, as per Section 12 (C) (1) of the Right of Children to Free and Compulsory Education Act, 2009, the RTE 25 percent admission process for children from weaker and disadvantaged sections in self-aided schools, unaided schools, police welfare schools (unaided) and municipal schools (self-aided schools) is being implemented online.
As per Government Reference No. 7, the registration of eligible schools under the admission process has been completed. The process of requesting online applications from the parents of the children will be made available from 14-01-2025 to 27-01-2025.
Guidelines for filling online admission applications-
As per Section 12 (C) (1) of the Right of Children to Free and Compulsory Education Act, 2009, for the admission of 25% of children belonging to weaker, deprived, economically and socially backward sections in self-aided schools, unaided schools, police welfare schools (unaided) and municipal schools (self-aided schools) at the level of class 1 or pre-primary class, parents should visit the website https://student.maharashtra.gov.in/adm_portal and complete the application process within the prescribed time.
Children from disadvantaged groups include the following categories.

Children of parents whose annual income is less than one lakh in a financial year are included in the economically weaker group.

Since the parents have to determine the air distance from the school to their home using Google Maps while filling the application, keeping the distance in mind while selecting the school, parents should note that the balloon can be used to determine the place of residence only five times, so parents should mention the location of their residence accurately.
Ensure that the complete application is filled within the prescribed time limit regarding the admission process.
It cannot be ruled out that the possibility of interruption in the submission of the complete application due to internet or other technical problems during the last period of submission of the application cannot be ruled out, so ensure that the application is submitted as soon as possible.

After reviewing the MH RTE Admission Guidelines 2025-26, you should feel prepared and confident in submitting your application.
Any one of the following proofs will be accepted: Driving license, electricity bill, telephone bill, property tax bill, house rent, voter ID card, passport, and nationalized bank passbook.
For 25 percent of the admission process, if the school you are choosing does not have its own residential arrangement in the said area, a rental agreement will be accepted. The said rental agreement must be registered with the Sub-Registrar’s Office.
The rental agreement should be dated before the date of filling the form and its period should be 11 months or more. The residence of the parents who attach a copy of the rental agreement as proof of residence will be verified. If it is found that the child/parent does not live in the place where the rental agreement has been given, legal action will be taken against those parents. And if admission is granted, it will be cancelled.
Proof of date of birth: Certificate from Gram Panchayat / Municipal Corporation / Municipal Corporation / Certificate from ANM register in hospital / Certificate from Anganwadi / Kindergarten register / Self-declaration made by parents or guardians through affidavit will be accepted.
Documents to be submitted by father / children in case of a child belonging to socially disadvantaged caste category – Caste certificate of parents (father / children) issued by Tehsildar / Deputy District Collector / Sub-Divisional Revenue Officer. Caste certificate from another state will not be accepted for the admission process.
Annual income certificate for admission to economically weaker section For admission under RTE 25 percent, the certificate of the parents of the students with an annual income of less than one lakh rupees for the financial year 2023-24 or 2024-25. Salary slip, company or employer certificate will be accepted for income proof.
In light of the MH RTE Admission Guidelines 2025-26, it is vital for parents to ensure all necessary documents are prepared and submitted as instructed.
For children with disabilities, a certificate from the District Surgeon / Medical Superintendent, a notified District Government Hospital stating that the disability is more than 40%.
All relevant details regarding the admissions will be articulated clearly in the MH RTE Admission Guidelines 2025-26, so refer back to them as needed.
If the parents have selected the option of single parent (widow, divorced mother or father) while filling the online admission application, the necessary documents required for admission of the person who has taken custody of the child will be accepted.
During the RTE 25 percent admission process, it is mandatory to obtain the receipt of the application for obtaining the Aadhaar card and Aadhaar number of the student and the parent. However, if due to some reasons it is not possible to submit the Aadhaar card of the child and the parent, in such a case, the child should be given temporary admission subject to the conditions for submitting the Aadhaar card of the child.
It will be mandatory to submit the Aadhaar card of the child to the school within 90 days from the date of granting temporary admission. If the child’s Aadhaar card is not completed within the prescribed period, the temporary admission granted under RTE 25 percent will be cancelled.
Orphans (Deprived Sections) Required Documents a) In case of orphans, documents from orphanage/reform home will be accepted. b) If the child is not residing in an orphanage, then a letter of guarantee from the parents who are taking care of him/her will be required. c) Other documents in respect of orphans e.g. annual income certificate will not be considered.
If HIV infected/affected, required documents: Certificate from District Surgeon/Medical Superintendent, Notified District Government Hospital will be mandatory.
Required documents if divorced female parent – 1) Court decision 2) Residence proof of divorced woman/child’s mother 3) If the child belongs to a deprived group, caste certificate of the children or their father and if the child belongs to a financially weaker section, then income certificate of the child’s mother etc. Documents will be mandatory to be filed.
Women in a divorce case that is pending – 1) Proof that the case is pending 2) Residence proof of the woman whose divorce case is pending or the mother of the children 3) If the child belongs to a deprived group, caste certificate of the children or their father and if the child belongs to a financially weaker section, then income certificate of the child’s mother etc. Documents will be mandatory to be filed.
Widowed women – 1. Death certificate of husband 2) Residence proof of widowed woman/child’s mother. 3) If the child belongs to a deprived group, it will be mandatory to submit caste certificate of the child and his father and if the child belongs to an economically weaker section, then income certificate of the child’s mother etc. documents.
It is advisable to frequently refer to the MH RTE Admission Guidelines 2025-26 for any updates that may arise during the application period.
After the online application submission process is completed, a date will be fixed for drawing the online lottery by giving wide publicity. The lottery will be drawn online on the said date. For the academic year 2025-26, a lottery will be drawn in a single phase for the admission process for 25 percent reserved seats under RTE. Also, a waiting list (betting list) equal to the seats available under RTE will be prepared in the school.
Sufficient time will be given to the students who have won the lottery to take admission. If the students take admission during this period and the seats remain vacant in the school, a message regarding admission will be sent to the students in the first waiting list. Only then should the students in the waiting list take admission within the prescribed time.
If the students take admission during this period and the seats remain vacant in the school, a message regarding admission will be sent to the students in the second waiting list through NIC. Only then should the students in the second waiting list take admission within the given time limit by getting the allotment letter. In this manner, messages will be sent from NIC to the students in the third and fourth waiting list till the admission capacity of RTE eligible schools is fulfilled.

After the lottery, the names and mobile numbers of the students will be given to the verification committee on their login on the RTE portal. The verification committee should receive the original documents and a photocopy from the parents of the students on the date on which the students have been called for admission.

After preliminary examination of the documents, if they are suitable, they should be registered online against the name of the students and a note should be made that the allotment letter from the parents has been given temporary admission and it should be recorded and returned to the parents and a guarantee letter should be filled by the parents.

Some parents may migrate to their native village or other places. Therefore, if the parents are unable to attend the document verification on the given date, they should be given two more chances. Parents should contact the verification committee to get their children admitted.

A verification committee should be constituted under the chairmanship of all the Group Education Officers/Administrative Officers in the state to verify the documents. The composition of the verification committee is as follows-

The verification committee should verify all the documents required for the admission of eligible children. If the parents do not contact or do not come for admission even after the Group Education Officer has given three chances to each child for admission, they should Not Approach on the RTE portal within the prescribed time. The verification committee should ensure that there is no crowd at the center and the child is not deprived of admission.
The verification committee should fill the detailed information on the portal for everyone to see and ensure that it is visible.
The verification committee should plan in such a way that the verification work is done in time by considering the statistics of students admitted last year. The verification committee should verify the residential address, Google address and age of all eligible students. Caste certificate should be verified for students from socially disadvantaged categories and income certificate for students from economically weaker categories. In this regard, necessary facilities should be provided at the Group Education Officer level.
After the committee checks and certifies the documents of the concerned students, the facility of giving admission to these students is being provided on the RTE portal. Eligible students who are checked by the verification committee will go to school with a letter signed by the Group Education Officer. No documents will be checked at the school level.
The selection of students who are found ineligible in the document check should be cancelled and such cancelled students can appeal their grievances to the Education Officer (Primary) Zilla Parishad. If the decision of the Education Officer (Primary) Zilla Parishad is not acceptable, an appeal can be sought from the Divisional Deputy Director of Education and his decision will be final. As per the government decision dated 21.04.2014, the Education Officer (Primary) should establish a grievance redressal center and help center at the district, taluka and N.P./M.N.P. level.
The presence of a name in the waiting list does not mean that admission will be confirmed.
Parents should not rely solely on SMS but should review the instructions given from time to time on the RTE Portal and take advantage of the information provided.
All parents should note that even if there are vacancies in the school for admission after the prescribed deadline, the child will not be admitted under any circumstances. All parents should note that no application or representation from any parent for admission after the prescribed deadline will be entertained.
All concerned should note that in case the student confirms admission by filling in false / incorrect information and if this matter comes to the notice of the administration, the RTE 25 percent admission will be cancelled at any stage in case of misleading by filling in false / incorrect information.
